There isn't any sign of the wartime pillbox on the outer wall of the naval dockyard basin, and no sign of any wrecks in the harbour, so I'll guess this was taken in the 1930s.

The fountain in front of the Peninsula Hotel was not there in 1931 but from 1932. So photo between 1932-1937. Further refinements to date welcome.
