This photo has already been posted before twice (here and here), but yours has a higher resolution. For details visible in the photo see the older posts.
The building on the right is 36 / 36A / 38 / 40 Queen's Road Central [????-c.1957]. The round sign belongs to the Hong Kong Dispensary (see also this photo).
Regarding the sign of Hong Kong China Gas Co, I don't have information if this would have been an office. What is known is that the Hong Kong Dispensary was one of the first buildings in Victoria to be supplied with gas. So the sign is possibly an advert only.
The photo is said to be taken by John Thomson, but I could not find it in any collection. The date is very likely c.1870.
