This is Queens Road looking east, at the end of the row of buildings on the right is D'Aguilar Road. The sign on the right reads Tak Cheong Tailors, the shop was at 50-52 Queen's Road Central (Victoria Exchange). We have a similar photo on Gwulo, taken in 1897:

In this photo, a sign of W. Powell can be seen. This company (William Powell Ltd. [1884-1952]) left this building in c.1899, therefore the photo was taken later. My guess would be early 1900s.

Behind Victoria Exchange were the houses 42-48 Queen's Road Central and 36 / 36A / 38 / 40 Queen's Road Central.

The three buildings on the left were 37, 35, 33 Queens's Road Central.

 

Behind the clock tower, a building under scaffolds can be seen. This should be the Hongkong Hotel. In 1907, a partial collapse of the hotel occured. Could be an indication for the year of the photograph.
