The back of the postcard says: "This is an excellent view of the Harbour. The Kowloon Hotel can be seen just behind the railway station (with the clock tower). The Government offices are in the bottom right hand corner. The B.O.O. has four chimneys".
Not sure what the B.O.O. was.

Next to the GPO, it looks like the P&O Building (4th Generation) is under construction. It is likely the photograph was taken in 1923.
B. O. O. stands for the Buildings Ordinance Office of the Public Works Department.
