There's a building under construction next to the Marine office,
I think that is Li Po Chun Chambers at 189, Des Voeux Road.

which would mean the image is from around 1957.
Interesting to note is the inscription on the pier. It originally was Osaka Shosen Kaisha (O.S.K.) Wharf / Custodian Wharf, but now it is Hongkong Macao Wharf. On the 1957 map on Gwulo it reads Macao HK Pier.
