First impressions are the image is post-war and looks like a Hedda Morrison photograph. Upon checking, it is from the HM's book collection of photographs from 1946/47. Appears under Eastern District.

There seemed to be an aircraft carrier in the harbour in the extreme left.  Could not identify it though.
