In the background are a number of developments that took place in the very early 1900’s. Probably the latest of these was the construction of Harlech Road in 1904. It would have involved tipping lots of freshly excavated earth down the hillside, but there’s not much evidence of that in the photo meaning that fresh greenery had already established itself, which means the pic was taken in 1904 at the earliest, but probably a bit later.
A signpost for “Yalta” stands in the foreground. It was a house that stood on the west side of Mount Kellett, just below Mount Kellett Road. So the photographer was probably standing on Mount Kellett Road and that rooftop in the very bottom of the photo is that of “Yalta”. 1888 was the earliest “Yalta” could have been completed. Its name survived until 1923, but officially changed to “Kellet Lodge” on 1st January 1924. Assuming the sign would have been changed when the name changed, the photo was taken before 1924.
So the pic was taken at sometime between 1904 and 1924. Corrections welcome.
