The harbour hotel next to the police station at the Fleming road junction was not yet built. So it was before 1965. The Wanchai pier at Tonnochy road junction added two wings in 1963. But the resolution is too low to see clearly.
In the background on the hills above north point are two blocks of apartments under construction. I believe these are Hilltop Mansion which were occupied July 1965. To the left is a newly completed building called Skyscraper, 132 Tin Hau Road, which was occupied May 1964. So I would put the photo date mid to late 1964.
