According to the Thai Airways website the logo on the tail of plane shown in the photo was used from 1975 to 2005.

And it’s before the building of the Regal Airport Hotel and footbridge in 1981

It is a commercial photograph and probably issued together or around the same time as this photo The aircraft in the photo is an early model DC-8

According to Wikipedia , the Thai DC-8-33 fleet were in operation between 1970 and 1978. Going by the logo date mentioned above, the photo was taken probably between 1975 and 1978.

Ping Shek Estate, the tall buildings on the right were constructed between 1970 and 1973. 

It’s pre-1977. Compare the above photo where there is an absence of the buildings on the right of Ping Shek Estate and this view from 1977 which shows the construction of said buildings to the right of Ping Shek Estate. 

Good find to narrow the date range.
