As the old City Hall was demolished in 1936, the photo was taken in 1937. I can see what appears to be crowns on the roof of the HSBC and the letter 'G' on the left side of the building to celebrate the coronation of King George VI in May 1937.
A similar photo on coronation night.
As for the building next to the HSBC and directly in front of the demolished City Hall in the Flickr photo, it was known as the City Hall Annexe.
