RHKAAF became known as the Government Flying Service (GFS) on 1 April 1993 and prior to the changeover had gradually moved in to their new premises on the southern apron of Kai Tak Airport from August 1992.
With the relocation of the airport and headquarters of the GFS to Chek Lap Kok in 1998, the former facility at Kai Tak became used as a temporary off-airport forward operating base for the eastern part of Hong Kong.
In 2021, a permanent forward operating base was constructed at the southeastern tip of the former Kai Tak runway adjacent to the Kai Tak Cruise Terminal.
