In 1946 the government planned to build three blocks of temporary offices for the PWD, two on the original site of the PWD Offices (1946 PWDAR, para 32). By 1947 authorities had accommodated all PWD departments except Water, E&M and Ports in a new temporary building on Lower Albert Road (1947 PWDAR, para 3). In January 1948 government completed an additional temporary PWD building on the site formerly occupied by the old Buildings Ordinance Office and the Boy Scouts Headquarters (Lower Albert Road, 1930-35 probably in the temporary PWD buildings at https://www.scout.org.hk/article_attach/4394/p10.pdf). This consisted of two connected blocks of two storied buildings for the Architectural Office and Lands and Surveys Office (1948 PWDAR, para 21). On the site previously occupied by the Architectural Office in 1949 authorities built a new temporary block (two stories with basement, constructed of granite walling obtained from demolished food godowns) to accommodate the Port Works and Drainage Office (1949 PWDAR para 3). Thus by 1950 the PWD headquarters and 6 of 8 sub-departments were accommodated on Lower Albert Road.
