China Ambassador Wu Ting-fang to the United States during the late 19th and early 20th centuries.  Senator Julius Caesar Burrows (R-MI) greeted Mr. Wu in Washington DC, in a Carriage.

Mr. Wu Ting fang 伍廷芳, JP (July 9, 1842 – June 23, 1922)

Also known as Choy Ng 伍才 in Hong Kong BCC.  He was born in Malacca (then part of the British Straits Settlements), he was a British subject by birth.  

Before 1949, people could move freely in and out of Hong Kong BCC, provided you are registered with the Government. 

He graduated in 1877, obtained a Doctor of Laws (LLD) degree from University College London.  He was the first Chinese to obtain a British barrister qualification (Lincoln’s Inn), and the first Chinese barrister and Chinese member of the Legislative Council in Hong Kong. 

His classmates included Herbert Henry Asquith, 1st Earl of Oxford and Asquith, who later became the Prime Minister of the United Kingdom (5 April 1908 – 5 December 1916). 

Later, he entered politics in China, became a prominent politician, eventually rising to the position of Minister of Foreign Affairs of the Republic of China. 

Perhaps, correct me if I am wrong, the highest ranking China official, from Hong Kong BCC ever.
