I believe it was still Sincere at that time period. The department store occupied at least 9 floors there back then. I could not recall when did they sell the building to Nam Fung, but likely in the late 1980s or early 1990s.

There's a scene in the French comedy film Bons Baisers de Hongkong that uses these properties. In the film the building on the right is the CIA HQ, the building on the left is the KGB HQ and the dilapidated tenements in the middle are the HQ of the French secret service, the SDECE (Service de Documentation Extérieure et de Contre-Espionnage).
