Another photo from William Richmond Fell's 1928 album from his spell in Hong Kong with the 4th Submarine Flotilla. I assume that we are looking at sea planes here, but I need to ask for help from local experts to identify the location and what is going on.

WRF has included another version of the photo in his album. It turns out to be identical except that the photo is cropped in order to cut out the men standing on the right.
