This is a 1928 photo from William Richmond Fell's album. I assume it was taken by him. It shows a boat woman holding a large baby or toddler. She seems to be in the middle of a delicate operation - perhaps taking something out of the chid's eye. A girl on the left is reaching out to help - perhaps to keep the baby's head still. Another woman is in the background on what is probably a neighbouring boat.
