Sir Frederick John Dealtry Lugard GCMG, CB , DSO served as Governor of Hong Kong from 29 July 1907 until his departure from Hong Kong on 15 March 1912. This photo shows his departure by Government launch from Blake Pier. He and Lady Lugard were conveyed to the pier in a pair of sedan chairs ( just visible on the left) led by a party of 10 Sikh policemen under the command of a European officer. The Governor and his wife had earlier attended a farewell ceremony held at the City Hall. Parading in two long lines, to the right of the sedan chairs, are soldiers of the King’s Own Yorkshire Light Infantry. Nestled in the centre of the regimental band is the pedestal-mounted statue of the Duke of Connaught  (which had previously stood in Stautue Square ( He had been booted out to provide space for a statue of King Edward VII)
