I think this photo was taken maybe 10 years later. In the bend where the sailing junk is visible was Fenwick's Shipyard. The had a drawbridge at the praya that allowed to transfer boat from their basin to the sea. This drawbridge can be seen on this photo from possibly the 1870s:

The building west of Fenwick's have scaffolds and are likely still under construction. On this photo we see two building, while on Herostratus' one's are three.

This drawbridge was removed in the late 1880s, and a crane was installed to lift the boats across the street. Right of the junk the crane is visible. See also this photo

So I believe it is more 1890 than 1880.

Thanks for the comments, I changed the date of the Panorama to 1st Jan 1888. There is no sign of the Catholic Cathedral tower which should be visible in front of St. Joseph's College as it is in this c1890 Panorama so I believe the picture was taken before the Cathedral was completed in late 1888 but after the 2nd Generation HSBC was completed in 1886.
