The War Memorial Nursing Home/RN Hospital/BMH Mt Kellett (1932-1975) is seen in the distance between Peak Mansions and the Peak Cafe. From this angle Vivian Court would be roughly behind the Hospital. It was much taller than the Hospital, so would be visible if completed by this time, e.g. in https://gwulo.com/media/14639.
At the right side of the light walled Hospital there's a darker area of roughly the same height as the Hospital. It's blurry so difficult to see if it's part of the Hospital, but comparison with other photos of the Hospital suggest that it's not, so it's probably Vivian Court under construction. Klaus has already dated completion of Vivian Court to 1961. If so, this photo was probably taken in 1960 or 61.
