The date could be 1874 or earlier. Pedder's Wharf was at the eastern edge of Pedder Street, and rebuilt after the 1874 typhoon following the center-line of Pedder Street. The pier isn't visible on the photo, so it's like pre-typhoon.
Left of Pedder Street is a steam-ship at a (only partly visible) pier. I think this is Douglas Wharf.
