Jabs
One of the buildings in this image next to the helipad was where you had to go to get your essential Cholera and some other "Jabs" (Smallpox? Typhoid?) updated for being in Hong Kong in the 1960s. A certificate was involved for each type of "Jab" and if I remember correctly the Cholera ones were only valid for 3 months or so, and comprised an essential part of your travel documentaion when arriving and leaving Hong Kong. I presume it was a government clinic. Later these premises were possibly taken over by the Red Cross.
Date of the photo
On this photo, only the place where the Red Cross HQ will be built is shown (where the wooden hut is visible here) but not the building itself. As the HQ was opened in 1965, the photo should be from 1963-64.
