Its amazing that the rain storm water could be so deep at this point as the seawall was nearby berthing the Walla-Wallas. You would expect it to quickly run off into the sea. The Mandarin Hotel is in the background and the adjacent pedestrian underpass was flooded to its roof. IDJ
