Harrison Forman took many photos of the Central business district in 1940/41, showing scenes of the construction of air raid shelters, sandbags at government buildings etc., but none of this particular pillbox.

I guess  the pillbox was erected after September 1941 after he had left Hong Kong. For comparison, Forman took photographs of Pillbox 058a at the junction of Queen's Road East and Hennessy Road and of a similar in-town pillbox in Singapore :https://collections.lib.uwm.edu/digital/collection/agsphoto/search/searchterm/singapore%2C%20pillbox

Yeah, as well the designs of the loopholes ( stepped) indicate that it was built in the second half of 1941. If I'm remembering correctly, this was due to the fact that the War Office ordered all pillboxes to have stepped loopholes, due to experience in France 1940.
