The clue might be the date of the commemoration stone which HRH is laying. It can't be later than March 1959. Possibly it was as much as a year or so earlier. It wouldn't be before the coronation of 1953.
See in this aerial image from Oct 1959 that the hospital site was still a building site at the time, so I am not sure where the information regarding an earlier hospital being renamed is from. Construction had only just begun when the foundation stone was laid in 1959.
I recall Hong Kong's building boom in the Fifties, partly because of reconstruction continuing after the war. The greater certainty of Hong Kong's future after the Korean War ended in the ceasefire that has held to this day contributed to the boom. Many constructions, including Glenealy Junior School, a government school built on Hornsey Road in the Mid-Levels, were completed.
In the book, a thirty acre site in King's Park had been chosen to build a new general hospital. Work commenced in 1958 for the construction of staff quarters and the School of Nursing. In the same year, preparation work for the main hospital building had also begun.
The new hospital project was known as the Kowloon General Hospital. Before H.R.H. Prince Philip's arrival in Hong Kong in 1959, the Queen had consented to having the hospital named after her. The laying of the foundation stone in 1959 was done after piling work had already commenced. The main hospital building was yet to be completed. The dates of stone laying by Prince Philip (7 March 1959) and the opening of the Queen Elizabeth Hospital (10 September 1963) are clear. What I don't know is whether this foundation stone is still at the Hospital now. If yes, at what location?

I should add that it appears Governor Sir Robert Black, also known as Sir Robin Black, is standing in front of HRH Prince Philip in the photo image.
