In the photo, Pillbox 059 Central on the North Arm of the Dockyard had already been removed. The former site had been turned into a helicopter landing location marked by a white circle with a letter "H" in it.

The Lippo Centre - initially the Bond Centre - hasn’t yet reached its mature height as it is under construction. It’s reached the height just beyond the second horizontal black bar of the Bank of America Tower. This matches the progress when tallied with this photo from 15th September 1986 where it appears to be just below the same level. So would provisionally date this photo from late 1986 to early 1987 unless there are further advances. 
 

Addendum: There are photos by Roger Bentley of HMS Ariadne, HMS Bristol and HMS Minerva when they visited Hong Kong. He dated his series of photos of ships in the harbour of Hong Kong during the period 1987-1990. This would tally with a 1987 date for the above photo. 
 

Addendum: Interestingly the same exact photo is dated 1990 in this Facebook post - so I was way off.
