Shows Praya Central shortly after the reclamation has been completed, but no new buildings stand at the waterfront (today Connaught Road). So it's early 1900s.
The photo was probably taken from Blake Pier that opened in 1900.
Compare the photo from c. 1890:
The building right of the P&O Building looks partly damaged, and the next one further right is definitely gone.

Is that the edge of the Nine…
Is that the edge of the Nine Arches Building at the right side of the photo? It looks to be on Connaught Road, as it is closer to the photographer than the old P&O building.

Yes, it looks that the building on the right is at the Praya and not DesVoeux Road. It matches with the location, only it looks as if there are no windows and balconies on the side front as seen here:
Possibly still scaffolds at the side. Tried to enhance the photo with Photoshop, but it's too blurry to allow any final judgement.
