On Queen's Road East (today's Queensway) between the Commissariat Offices and the Military Hospital. The 1865 map at: https://www.hkmaps.hk/viewer.html shows the buildings to be on the northern side of Queen's Road.
I assume the military would have purchased these two large lots.

The military did eventually…
The military did eventually purchase these lots but I don't think it was until around 1900 when the dockyard was extended. In the meantime the original buildings were demolished and Fletcher Street is laid out with tenements on either side. The 1889 and 1901 maps give a good overview of the area.
