There's a water reservoir in many (all?) of the pillboxes. Could that be what we're looking at? Here's the one in PB022, filled with a couple of blue plastic containers when I visited:
Probability is that it was once a water tank, probably used for the water cooled Vickers Machine Gun. I doubt it was for personal use, as drinking water was supplied separately.

I don't think anyone was
I don't think anyone was living there - more likely it was used as a storeroom by some of the local fishermen.
