Research by Patrick Hase also gives 1895 as a likely construction date for the Terrace, see:

But here's someone giving Knutsford Terrace as their address in 1894, so I'll push the completion date back to then:

Given the close proximity of Knutsford Terrace to the Observatory, it is not surprising that senior officers of the Observatory resided at the estate. Hong Kong Daily Press dated 9 December 1918 notes that the Fire Brigade was called to douse a small fire at No. 15 Knutsford Terrace, the residence of Mr. C. W. Jeffries, of the Observatory. In 1932, Mr. Jeffries became Director of the Observatory.
