Baguio Villa, Four Winds on Mt Davies (?)
Baguio Villa, completed circa 1975-78, is near centre left of the photo. Telegraph Bay (now Cyberport) has yet been reclaimed then.
There is a white building near Mt Davies. Could that be Four Winds?

Yes, that should be Four Winds, with On Lee a bit to the right. In between them is an open area where Greenery Gardens will be built.

Not sure about that. it may be true in 1981. In terms of the number of units, Kwai Chung estate 葵涌邨,has 13742 units. It has the largest number of units according to wenweipo.

A 2023 Government report put Kwai Chung estate authorized population at 34300 but Wah Fu at 25000 (phase 1 and 2 combined).
