The 1939 Blue Book lists him as "Frank John de Rome, M.B.E", and that he'd been the Principal of Queen's College since 26 July 1930, though since 26 Aug 1939 he'd been seconded for censorship duties. It shows his first appointment to the HK Education Department was on 1 Jan 1915.

His brother Louis de Rome was also interned in Stanley Camp.
