Item 111 in the PWD Annual Report for 1924 notes the urinal was moved from this location that year:

The removal of the Urinal at Connaught Road, Central, opposite the Western Market, was the result of negotiations with the proprietors of the New Queen’s Hotel, the cost involved thereby in the sum of $1,950.00 being borne by them.

The urinal stood right in front of the New Queen's Hotel that was under construction. It blocked the hotel's view of the harbour, and no doubt smelled horrible. The hotel paid to have the urinal moved west and across to the sea side of the road, to a new site opposite Western Market.

(When the New Queen's Hotel opened, it had changed its name to become the Empress Hotel.)

Described in Item 55 of the PWD Annual Report for 1904:

Two public urinals were erected in Connaught Road of 8 divisions each, one [...] and one opposite Marine Lot No. 224, [...]. The urinals on the Praya are of granite with tiled floors and walls. [...] They are all fitted with earthenware urinals and automatic flushing tanks.
