According to the 1950's map at https://gwulo.com/media/14175 , "Kellett Grove" consisted of two buildings situated on the south-east side of Mount Kellett Road, on what I think was RBL 31. If so, "Kellett Grove" replaced "Dunford" and "The Chalet", rather than "Government Pavilions".
