The new building was called kwong ming building according to HKmapviewer. The part next to the flyover was still vacant.
This 1975 map shows that the site next to the flyover was still occupied by the old building

The 1982 air view shows that the vacant site had been filled up with a new building
That means the date should be between 1975 and 1982.
