According the report of China Mail dated 1949-3-16, Cynthia Maureen Eager is younger than her sister Joan Eager one year, so that Cynthia was born in 1936.

The records from Stanley Camp give them as:
Joan: 28 Aug 1934
Cynthia: 24 Nov 1935
The dates from camp should have been given by the girls' mother, which is why they seem to be the accurate dates to me, but obviously they disagree with the dates given later.
Unfortunately the China Mail article (p. 10, The China Mail, 1949-03-16) doesn't help pin it down. It says "Joan is 14 years of age and sister Cynthia a year younger", meaning that Joan was born some time between March 1934 and March 1935, and Cynthia roughly a year later in 1935-36.
I've received an email from Ian Thirlwell that explains how to order birth certificates, but for now I'm happy to leave the birthdate as 1935-36, and hopefully a family member will see this and give us a firm answer.

her birth is noted in the Index to Consular Births 1936 to 1940, alongside Joan and Leslie. Her name, however, is given as Maureen C Eager. The three births were registered at the Shanghai consular office. In the register, Joan and Maureen are on the same page, which could mean they were twins, but not necessarily. The birth certificates can be ordered online from the GRO website at General Register Office - Online Ordering Service - What would you like to do?
The index is searchable on Findmypast, which is where I found the information. On the GRO website you need to go straight to "Order a Certificate or PDF", or browse some of the other help sections if necessary.
