I vaguely remember this was when the St. John Ambulance monument was located. It was relocated to Wong Nei Chung Gap to make way for this.

That said, the Kuhlan Monument (2nd Location) was previously situated nearby the Golden Dragon Sculpture.
I understand the Golden Dragon Sculpture was erected by the Wanchai District Council in 2003 to commemorate the end of the SARS epidemic.
