HMS Hawkins was the lead ship of her class of five heavy cruisers built for the Royal Navy during WW1, although she wasn't completed until 1919. She was assigned to the China Station until 1928. The photo shows HM Submarine L3 alongside HMS Hawkins and is from the 1926-1928 album of William Richmond Fell who was commanding L3 in 1928.

H.M.S. Hawkins picnics
There are some other photos in WRF's Hong Kong album that show picnics on the mainland; one is labelled "Hawkins picnic"; then there is a page of six photos showing group picnics with two or three women in the group, which is labelled "Early 1928 Picnics on Mainland given by H.M.S. Hawkins & Major Mullins." It would seem that the officers of H.M.S. Hawkins joined officers of the 4th Submarine Flotilla and their friends for picnics. I can't swear that all the photos show the same occasion.
