Christmas in Hong Kong starts mid-November already.
The installation is located between Star House and the waterfront promenade, on the footpath to Harbour City. Disney characters and Christmas trees are on display under the heading "Magical Christmas."

Hi there,
In the past six years or so, the big malls had been scaling down the decorations. Harbour City used to make use of the covered passage to put up huge moving decoration made of carved foam bricks/boards with lights. The sculptor had retired, I heard.
Hong Kong Land would put up theme park like decorations hanging from the open space.
All of these seemed to disappear, maybe owing to budgets.
