Interesting photo. An attempt to identify the buildings.
On Mount Elgin is the main building of the Observatory which can be seen at top right (extreme edge). The Observatory's mast can be viewed to its left.
Below the Observatory is a long row of houses. That is Knutsford Terrace, above Kimberley Road.
The building with the three arch openings at mid-right is Stockwell Villas. It was located on the northern side of Cameron Road. To its left is the eastern section of two-storey houses on 13-27 Cameron Road which remained standing into the 1930s and likely later. See here
The large building that occupies the photo in the centre appears to have been located at 8-10 Hart Avenue. Building works had commenced in the foreground.
