Photo taken from the cliff in Wanchai (where the Chief Justice's House stood). The 1,000 foot pier was more a "500 foot pier" then, likely still under construction.
On the right hand side a muddy stretch of harbour grounds can be seen. It is likely low tide, but it also shows that the water in front of the sea wall was still very shallow. One can imagine the upcoming problems with siltation that finally lead to the closure of the 1,000 foot pier.
The date of 1873 could be correct, but it should be very early in that year or even late 1872.
We have this photo on Gwulo already, this one is much clearer.

The same photo is also shown in the HSBC collection of W.P. Floyd photos from 1973. They own an album with Floyd's photos from 1873, and on this photo a caption appears reading:
'Hongkong, from Praya East. The view here given shows with great distinctness the New Pier and Godowns [warehouses], the erection of which, despite some opposition, has already, to an appreciable extent, revolutionized the conditions of through steamer traffic. Most of the building in the left foreground are "godowns." The general view of the City from this point is highly effective'.
