The two buildings on the skyline are 520 & 522 The Peak, later the site of the Japanese War Memorial. The photographer was standing to their west, perhaps on Mt Gough.
I think we can see a couple of already identified buildings on the photo.
The one on slope in the centre of the photo could be 514 The Peak, 'Teviot' [????- ], right of it Katoomba, 22 Magazine Gap Road [????- ]. Above "m a" of the watermark could be 523 The Peak, Coombe Road [c.1923-c.1941].
