The person circled in the photo could possibly be Dr. Clarke, on his right is Ho Kom-tong (何甘棠) , who initiated the founding of the St. John Ambulance Brigade in Hong Kong.

The surrender took place at 4:00 p.m. on 16 September at Government House. The document of surrender was signed on behalf of the United Kingdom by Rear-Admiral Harcourt. The senior British officers present included Admiral Sir Bruce Fraser, Major-General Festing and Brigadier MacDougall. The civilians included Franklin Gimson and Dr Selwyn-Clarke. The senior Chinese officer was Major-General Pan Hwa Kuo. The Japanese signatories were Vice-Admiral Fujita, Commander of the Japanese South China Fleet, and Major-General Okada, the garrison commander.
