 A preliminary meeting to discuss arrangements for the full evacuation of Hong Kong by Japanise soldiers, sailors and nationals, was held on board Harcourt's flagship, carrier H.M.S. Indomitable, and sub-committees of British and Japanese representatives were appointed to make final arrangements.

 

The Japanese party was headed by Major General Fukuchi, the Commissioner for Foreign Affairs, Makimura, P.O.W. and Internment Camp Commandant, Colonel Takanda, and the Commissioner for Civil Affairs, Sutsumi.

The Japanese were led under guard to a conference room, and were seated when British representatives entered.

These included members of Admiral Harcourt's staff, the Acting Colonial Secretary, Mr. Ray North, Military Administrator, Colonel F. Field, and Wing Commander Gerald Sullivan, R.A.F., who was the only man present who attended a similar conference when the Japanese occupied Hong Kong in December, 1941.

The Japanese stood and bowed stiffly on the entry of Admiral Harcourt, accompanied by the officer administrating the Government (Mr. F. Gimson) and Rear Admiral Daniel, of H.M.S. Anson.

The conference lasted an hour with the shaven headed Japanese sitting stiffly throughout with their left hands on their swords.
