  before returning to Canton on 21st March (1945), he (Tanaka) gave Fukuchi full authority to act on his behalf in all matters of the Hong Kong command, leaving with him a number of sheets of paper signed in blank for this purpose. This action was permitting under military regulations and was done to empower the chief of staff to take proper defence measures in the event of Hong Kong being isolated by reason of enemy action.
