The occasion was the Golden Jubilee of Queen Victoria which was celebrated on 20th and 21st June 1887 to mark the 50th anniversary of Queen Victoria's accession on 20th June 1837. This would be the more accurate date for the photo. I think I can just see a spurt of water from Dent's Fountain.
