It is red cross centenary 1863-1963. Not Chinese university. The founding of the university happened in 1963 when 3 colleges merged into a university. No idea why the year 1969 is special. It may be they just forgot to issue a stamp in 1963 and made it up in 1969.
According to a news report, the stamp was issued on 8-26-1969 to commemorate the moving in of the 3 colleges to the new Shatin campus. Before that, the students may be attending classes of their own college for the same subject. Each college had their own campus.
