I had seen the photo before but never had time to figure out its location, that is until now. Upon review, it is a cropped photo with the original showing slightly more of the scene on the right, that is of the rickshaw rank outside the main gate of the Naval Yard on Queen's Road (today's Queensway). The four ladies are just passing by the main gate and walking east. The main gate pillars and building columns matches the photo below.
