Likely Kennedy Road, eastbound, just before the bend before Borret Road, atop the barracks. Robert & Mongomery Blocks are up the slopes on the right hand side.
The photographer was standing on a higher elevation than Kennedy Road. Central Government Offices (East Wing) can be seen at bottom left. Magazine Gap Road maybe right.
Shadows show it's between early-Mar and early-Oct, with higher chance of mid-May to late-July.
The "pier" of Queen's Pier was demolished and only the foundation left by Mar 1955.
So it's very likely mid-late 1954, circa the months mentioned above.
For the camera location, along the zigzag of Magazine Gap Road in the immediate east of Thorpe Manor, one section of them is downslope towards the east with a short retaining wall which matches the road on the right of the photo. So the camera position should be very close to the intersection of Magazine Gap Road and May Road.
