That building isn’t on Mt Kellet I’m pretty sure, as I knew that area very well indeed at that time! I don’t think I’ve ever seen it before but I’m guessing it’s somewhere in the New Territories?
Looking at the background of one of your other images: https://gwulo.com/media/43623 it looks to me like Brick Hill and Deep water Bay in the background. So perhaps somewhere above Deepwater Bay?
