My guess would be 1st Generation St Joans Court. I had perviously pegged its completion date as 1939 as this was the first mention in the Jurors lists so it fits with the date of the article. There was not a huge amount of construction on Macdonnel Road in the 1930s, most of the initial buildings were constructed 1898-1910 with many of these being replaced in the early post war period. St Joans Court is the only building I know of constructed within the time period of the article

The approach road still survives today
Confirmation
A model of the building (later known as St. Joan Court) can be seen here in the Hong Kong Daily Press dated 9 September 1938.
